Part of the traditional bridal lingerie trousseau, the garter was originally worn to keep thigh high stockings from falling down.  It is now part of the bridal tradition for the bride to wear it under her wedding dress. At the reception, the groom will remove it and toss it to a crowd of unmarried men. The man to catch it will be the next to get engaged.

A garter is a fun way to dress up the lingerie worn under the wedding dress, which can sometimes be quite plain in order to create a seamless look with a tight-fitting wedding dress.
